A foreigner must obtain a work permit from the Ministry of Labour and Social Security before starting work in Turkey (Law 6735 Art. 6/2; Regulation Art. 12/1). For an employer-based permit, the employer applies through the e-İzin system; a foreigner abroad first gets a reference number from a Turkish consulate. A complete application is decided within 30 days and the first permit is granted for up to 1 year. A refusal can be challenged at the Ministry within 30 days of notification.
Last updated: 8 October 2026. This guide has been updated against the current text of the 6735 sayılı Uluslararası İşgücü Kanunu (International Labour Force Law No. 6735) and its Uygulama Yönetmeliği (Implementing Regulation), and against the work permit pages of the Çalışma ve Sosyal Güvenlik Bakanlığı (ÇSGB, Ministry of Labour and Social Security).
A work permit is the official document issued by the Ministry of Labour and Social Security that, for as long as it is valid, gives a foreigner the right both to work and to reside in Turkey (6735 Art. 3/1-c); working without a permit and employing someone without one are both prohibited (Art. 6/2). If the foreigner is in Turkey, the application goes directly to the Ministry; if they are abroad, it goes through the Turkish embassy or consulate general in the country where they are (Art. 7/1). For an employer-based permit, the employer completes the application. An application with complete information and documents is concluded within 30 days (Art. 7/8), and the first permit is granted for at most one year (Art. 10/1).
Which work permit do you need? Overview by situation

If you will work in your own company, the incorporation steps are covered in: how a foreigner sets up a company in Turkey. If you will work remotely for an employer abroad, the digital nomad application should also be considered.
Who applies for a work permit in Turkey: the employer or the foreign employee?
If you will work for an employer, the employer enters the application into the system and approves it; the application is completed with the employer's approval. For independent and indefinite work permits, the foreigner uploads and approves the application personally (Regulation Art. 17/1, 17/3).
- Employer-based permit: The employer, or an e-Bildirge user it has authorised (e-Bildirge is the online social security declaration system), logs into the e-İzin system (the Ministry's online work permit application system) via e-Devlet (Turkey's e-government portal) with an e-signature, opens the workplace record, uploads the documents and approves the application. According to the Ministry's guide, a third person authorised by the employer can also carry out these steps. The employer must have an electronic notification address (elektronik tebligat adresi) (Regulation Art. 16/1-c).
- Independent and indefinite permits: The foreigner uploads the documents personally; for an in-country application, the foreigner must have their own electronic notification address (Regulation Art. 16/1-b).
- Authorised intermediary: The Law also allows an application to be made through an intermediary institution authorised by the Ministry (6735 Art. 7/2).
Refusal and cancellation decisions are served on the employer for employer-based permits, and on the foreigner for independent and indefinite permits and the Turquoise Card (6735 Art. 21/1). Because the objection period starts with this service, a foreigner should find out immediately about a decision sent to their employer.
Applying from inside Turkey vs. applying from abroad
A foreigner who holds a valid residence permit of at least six months in Turkey applies from inside the country; without such a permit, the route goes through the Turkish mission abroad (Regulation Art. 15/4). Apart from the groups separately designated and announced by the Uluslararası İşgücü Genel Müdürlüğü (Directorate General of International Labour Force) (Art. 15/3), being in Turkey on a visa or a visa exemption is not enough for an in-country application.
- In-country application: The foreigner has a foreigner identity number starting with 99; the employer opens the application directly in e-İzin (ÇSGB, Başvuru Türleri; Regulation Art. 16/1-a).
- Application from abroad: The foreigner first applies for a work visa at the Turkish embassy or consulate general in the country where they are and receives a 16-digit reference number. If the employer does not complete the application with this number within 30 days of the visa application, the application is rejected (Regulation Art. 17/1-a, 17/2, 23/1-h).
- From abroad only: For foreigners who will work in fields that may be exposed to human trafficking, no in-country application is possible, including extensions (Regulation Art. 15/6).
How to get a work permit in Turkey: step-by-step application
For an employer-based permit, the process has nine steps; the order is taken from ÇSGB's step-by-step guide, and the time limits from the Law and the Regulation.
- The employer and the foreigner sign a written employment contract; sample contracts are published on the Ministry's website.
- The employer creates the workplace record in e-İzin with its e-signature.
- If the foreigner is abroad, they pass the reference number obtained from the mission to the employer; the employer opens the application from abroad with this number.
- The documents are uploaded and the application is approved with an e-signature; no paper documents are sent separately to the Ministry (Regulation Art. 15/2).
- If anything is missing, the Ministry requests it through the system and the electronic notification address. Unless there is force majeure documented by an official authority, the missing items must be completed within 30 days of the request; otherwise the application is rejected (6735 Art. 7/7; Regulation Art. 19).
- Where necessary, the Ministry asks other institutions for their opinion; if an institution does not reply within 15 days (extendable by at most 15 days when necessary), its opinion is deemed positive (Regulation Art. 18/3).
- After a positive assessment, if the notified fee and card fee are not each paid within 30 days, the application is rejected (Regulation Art. 23/1-j). In an application from abroad, the foreigner then obtains the work visa from the mission.
- The permit document is sent to the workplace address by PTT Kargo (the courier service of the Turkish postal service, PTT). In an in-country application, the foreigner starts work within one month of the permit's start date (or of service, if the document was served on the employer later); in an application from abroad, within one month of entering Turkey and in any case within six months of the permit's start date (Regulation Art. 25). The permit of a foreigner who does not come within six months is cancelled (6735 Art. 12/2).
- A foreigner who came with a permit obtained through a consulate registers in the address registration system (adres kayıt sistemi) within 20 working days at the latest from entry; one who obtained the permit in Turkey, within 20 working days of the date the document was delivered (Art. 22/12 of the Yabancılar ve Uluslararası Koruma Kanununun Uygulanmasına İlişkin Yönetmelik, the Regulation implementing Law No. 6458 on Foreigners and International Protection; hereafter the 6458 Regulation). For later moves: failure to report a change of address.
The legal answer to "how long does it take": the assessment of a properly filed and complete application is completed within 30 days; the period runs from the date the application is completed in the system or the requested additional document is uploaded (6735 Art. 7/8; Regulation Art. 21/2). The Law attaches no specific consequence to this period being exceeded, and the Ministry has not published an average waiting time.
Documents required for a work permit in Turkey
Documents are scanned and uploaded to e-İzin; the Ministry may ask for the original or a certified copy (Regulation Art. 15/7). The list is based on ÇSGB's "Belgeler" (Documents) page and its step-by-step guide.
| Document | Provided by | Points to watch |
|---|---|---|
| Employment contract | Signed jointly by the employer and the foreigner | The salary in the contract cannot be reduced after the permit is granted; full-time work cannot be converted into part-time work (Regulation Art. 60/4). |
| Copy of passport | Foreigner | If it is not in Latin script, a translation certified by a sworn translator or an official authority is attached. An application made with a passport valid for less than 60 days on the application date is not processed; the permit is issued so as not to go beyond the date 60 days before the passport expires. |
| Diploma or provisional graduation certificate; biometric photo | Foreigner | The diploma is submitted with a Turkish translation certified by a sworn translator or an official authority; it is mandatory for professional services, while for domestic services a declaration of the last school attended is sufficient. |
| Tax plate (vergi levhası), workplace activity certificate (işyeri faaliyet belgesi), Türkiye Ticaret Sicil Gazetesi (Turkish Trade Registry Gazette) | Employer | The registry gazette must show the company's most recent capital and shareholding structure. |
| Last year's balance sheet and profit/loss statement | Employer | Must be certified by the tax office or a certified public accountant (yeminli mali müşavir). |
| Sector-specific documents | Employer or foreigner | In healthcare, a preliminary permission and an operating permit from the İl Sağlık Müdürlüğü (Provincial Health Directorate); in private education, a professional competence certificate from MEB (Millî Eğitim Bakanlığı, Ministry of National Education) together with the institution's opening permission and licence; in tourism, an operation certificate (işletme belgesi); for engineers and architects who studied abroad, a diploma equivalence certificate and the payroll of Turkish staff working in the same profession; for pilots, licence and validation documents. |
The list is not closed: the Ministry may ask for any document proving professional competence and may invite the parties to an interview (Regulation Art. 20/6, 21/3).
Turkey work permit fees for 2026: fee (harç) and card fee
The permit is subject to a fee (harç) and a card fee (değerli kâğıt bedeli); on renewal, both are charged again in full (Regulation Art. 58/1-3). From ÇSGB's 2026 table (amounts in Turkish notation: the dot separates thousands, the comma separates kuruş):
| Permit | Fee (2026) |
|---|---|
| Fixed-term, up to 1 year | 12.574,90 TL |
| Fixed-term, more than 1 year and up to 2 years | 25.149,80 TL |
| Fixed-term, more than 2 years and up to 3 years | 37.724,70 TL |
| Indefinite or independent work permit | 125.802,20 TL |
| Temporary protection, 1 year | 4.677,90 TL |
| Card fee (değerli kâğıt bedeli) | 964 TL |
Payment is made with the reference number sent by e-mail, through the Dijital Vergi Dairesi (Digital Tax Office) or contracted banks, separately for each of the two items.
Work permit criteria: how does the Ministry assess an application?
The application is examined against the grounds for refusal in the Law and the Değerlendirme Kriterleri (Evaluation Criteria) published by the Ministry (6735 Art. 7/4-6; Regulation Art. 21-22). Meeting the criteria does not guarantee a permit; failing to meet them is, on its own, a ground for refusal (Art. 9/1-e). According to the criteria page as read on 8 October 2026, there are three general criteria:
- Employment: In a workplace subject to balance-sheet accounting, the rule is that at least five Turkish citizens are employed for each foreigner for whom a permit is requested. In a workplace with net sales of TL 50,000,000 or more in the last year, this criterion does not apply for up to five foreigners.
- Financial adequacy: For a workplace in operation, paid-in capital of at least TL 500,000, or net sales of at least TL 8,000,000, or exports of at least USD 150,000; for a workplace established in the current year, paid-in capital of at least TL 500,000.
- Salary: The salary paid to the foreigner cannot be less than 5 times the gross minimum wage for senior executives and pilots, 4 times for engineers and architects, 3 times for other managers and 2 times for jobs requiring expertise or mastery; for domestic services and other jobs, it cannot be less than the minimum wage.
Since 3 August 2026 there has been an easing for foreigners already in Turkey: in in-country applications made on behalf of foreigners who have stayed lawfully for at least one year in the last three years under a work permit, a residence permit or international protection, the employment and financial adequacy criteria do not apply for up to three people per workplace; the number of foreigners with permits must not exceed the number of Turkish employees at the workplace (Criteria A.4).
For some foreigners none of the three criteria apply: those whose mother, father or child is a Turkish citizen; holders of a humanitarian residence permit, a residence permit for victims of human trafficking, a stateless person identity document or a long-term residence permit; those who have been married to and living with a Turkish citizen for at least three years; those who have been in Turkey for at least eight years under various permits; those notified as being of Turkish descent (Türk soylu); and citizens of the KKTC (Kuzey Kıbrıs Türk Cumhuriyeti, Turkish Republic of Northern Cyprus) (Criteria Ç.1.1). This exemption does not create an absolute right either (Ç.1.3).
Two obstacles should be checked before the criteria. For jobs in health and education that require professional competence, no permit is granted without prior permission from the relevant ministry, or, for foreign academic staff, from YÖK (Yükseköğretim Kurulu, Council of Higher Education) (6735 Art. 8). Applications for jobs reserved for Turkish citizens, such as practising law, pharmacy, dentistry, notary services, accountancy (mali müşavirlik) and tourist guiding, are rejected (Art. 9/1-ç; ÇSGB list of professions reserved for Turkish citizens). Capital and share thresholds specific to company partners: work permit criteria for foreign company partners.
Types of work permit in Turkey: fixed-term, indefinite and independent
The difference lies in whether the permit is tied to an employer, and in its duration: a fixed-term permit is tied to a specific employer and workplace, while the indefinite and independent permits and the Turquoise Card are issued in the foreigner's name without being tied to an employer (Regulation Art. 24/2).
Fixed-term work permit
Provided that it does not exceed the term of the employment contract and that the foreigner works in a specific job at a specific workplace or at workplaces in the same line of business (işkolu), it is granted for at most one year on the first application, at most two years on the first extension with the same employer and at most three years on later extensions; an application for a different employer counts as a first application (6735 Art. 10/1-2). The Regulation allows longer periods for some groups: up to five years for foreigners of Turkish descent and KKTC citizens, and up to three years for those who have been married to and living with a Turkish citizen in Turkey for at least three years (Regulation Art. 34/5, 35/2-b, 36).
Indefinite work permit
A foreigner who holds a long-term residence permit (uzun dönem ikamet izni) or has at least eight years of lawful work permits may apply; meeting the conditions does not create an absolute right (6735 Art. 10/3). The holder enjoys all the rights of a long-term residence permit and, except for the exceptions in special laws, the rights granted to Turkish citizens; there is no right to vote, to stand for election or to enter public service, and no military service obligation (Art. 10/4). The holder may work for one or more employers, or independently; the Ministry must be notified at least 10 days before starting at a new workplace. The document is renewed every five years; the application is made within the six months before the five years expire, and a permit that is not renewed is suspended (Regulation Art. 28/2, 28/4, 30/3).
Independent work permit
It gives the foreigner the right to work in their own name and on their own account (6735 Art. 3/1-a). It may be granted to professionals who meet the special conditions laid down in other laws; education, professional experience, contribution to the economy and employment and, for a company partner, the capital share are taken into account (Art. 10/6-7). It is issued for a fixed term but is not bound by the one-two-three year limits (Art. 10/8). The Regulation also includes partner-managers and shareholder board members in this type; a professional may not do work incompatible with their profession (Regulation Art. 29/1-2).
Turquoise Card in Turkey: what it is and who can get it
The Turquoise Card (Turkuaz Kart) is a document that gives its holder the right to work in Turkey indefinitely and gives the holder's spouse and dependent children the right to reside (6735 Art. 3/1-ğ). The cardholder enjoys all the rights provided by an indefinite work permit (Art. 11/4).
- Who can get it: Those with internationally recognised academic work, those who stand out in a field considered strategic in science, industry and technology, and those who make, or are expected to make, a significant contribution to the national economy through exports, employment or investment (Art. 11/5). ÇSGB also lists those with international achievements in culture, art or sport and those who contribute to the promotion of Turkey.
- Transitional period: The first three years are a transitional period; during this time the Ministry may request documents on the holder's activities (Art. 11/2).
- Moving to indefinite status: The application to remove the transitional record opens 180 days before the period ends and must in any case be made before it ends. A late application is rejected and the card becomes invalid (Art. 11/2).
- Family: The spouse and dependent children receive a document showing that they are relatives of a Turquoise Card holder, which replaces a residence permit (Art. 11/3).
- Limit: Foreigners under temporary protection cannot obtain a Turquoise Card (Art. 11/6).
The application, the assessment and the issue of the card are also governed by the Turkuaz Kart Yönetmeliği (Turquoise Card Regulation) (published in the Resmî Gazete (RG, Official Gazette) of 14.03.2017, No. 30007; Implementing Regulation Art. 47).
Work permit exemption in Turkey and when no permit is needed
The word "exemption" is used for four different situations that are often confused; only the first is a right to work without a permit.
| Situation | What it means | Legal basis |
|---|---|---|
| No permit needed at all | Foreigners whom another law or an agreement allows to work without a permit; holders of the Mavi Kart (Blue Card) under Law No. 5901 Art. 28; the employment of KKTC citizens in public institutions. | 6735 Art. 6/3-4; Regulation Art. 14, 35/1 |
| Work permit exemption | This is not working without a document; an exemption certificate is obtained from the Ministry. Examples: scientific and cultural activities up to 1 month, machine installation and cross-border services up to 3 months, sports activities up to 4 months, seasonal agriculture up to 6 months. | 6735 Art. 13; Regulation Art. 48-49 |
| Exceptional permit | For groups such as qualified workers, investors, foreigners of Turkish descent, KKTC and EU citizens, and those married to and living with a Turkish citizen in Turkey, exceptions may be made to the rules on application, refusal and duration; a permit is still obtained. | 6735 Art. 16 |
| Criteria exemption | A permit is obtained, but the employment, financial adequacy and salary criteria are not applied. | Criteria Ç.1.1 |
An exemption certificate also replaces a residence permit (6735 Art. 12/1); however, time spent under it is not counted towards the periods of lawful work permits or residence permits (Art. 13/6). If the work will exceed the exemption period set in the Regulation, a work permit must be obtained (ÇSGB, Muafiyet Türleri).
Work permit and residence permit in Turkey: do you need both?
No. A valid work permit counts as a residence permit; a foreigner with a work permit does not need to obtain a separate residence permit document (6458 Art. 27/1; 6735 Art. 12/1). The reverse does not hold: apart from refugee and subsidiary protection status, no residence permit, including a student or family permit, gives the right to work on its own (6735 Art. 12/1).
- Fee and document: Under the 6458 Regulation, work permit holders do not obtain a separate residence permit document, provided they pay the residence permit fee (Art. 25/1).
- The end date is shared: The right of residence ends on the day the work permit ends. A foreigner who does not renew the permit on time or obtain a residence permit suited to their new situation is deemed to have breached the residence rules (6458 Regulation Art. 25/3; Uluslararası İşgücü Kanunu Uygulama Yönetmeliği Art. 57/2).
- Entry bans and deportation records: Granting and extending the permit depend on the foreigner not being among those who are not allowed to enter Turkey (6458 Art. 27/2); the application of a foreigner notified in this context is rejected (6735 Art. 9/1-f).
- Counting periods: Time spent on a work permit is added to residence permit periods (6458 Regulation Art. 25/4); it also counts towards the eight years of uninterrupted residence required for a long-term residence permit (6458 Art. 42/1).
- If you hold another residence permit: The end of a work permit does not invalidate a valid residence permit obtained on another ground (Uluslararası İşgücü Kanunu Uygulama Yönetmeliği Art. 57/3).
Other residence permits and transitions: residence permit types and application guide.
Can your spouse and children get residence through your work permit?
Yes, but not automatically: a separate family residence permit (aile ikamet izni) must be applied for the spouse and children. A work permit holder can act as the sponsor (6458 Art. 34/1; 6458 Regulation Art. 30/1), and the sponsor requirement of "having stayed in Turkey with a residence permit for at least one year" does not apply to work permit holders (6458 Art. 35/2). The income, accommodation, health insurance, criminal record and address registration requirements still apply (Art. 35/1).
A family residence permit is granted for at most three years each time and cannot exceed the sponsor's permit (Art. 34/1); the renewal calendar of the work permit therefore also determines the family's permits. The spouse and children of a Turquoise Card holder receive a "relative of a Turquoise Card holder" document (6735 Art. 11/3). Steps: how to get a family residence permit.
Work permit renewal, changing employers and leaving your job
The renewal application opens 60 days before the permit expires and must in any case be made before it expires; a renewal application made after expiry is rejected (6735 Art. 7/3), and the Ministry states that it assesses applications made after expiry under the first-application procedure. A foreigner who applied on time may continue working after the permit expires, during the assessment and for at most 90 days, provided they stay in the same job and workplace (Regulation Art. 27/5). Calendar and documents: work permit renewal application and the 60-day rule.
- Changing employer: A fixed-term permit is tied to the employer and to the workplace address for which it was issued (Regulation Art. 57/4). An application for a new employer is assessed like a first application and starts with a permit of at most one year (6735 Art. 10/2; Regulation Art. 27/3). To move to another branch of the same employer in the same line of business, or to a different position, the employer applies separately (Regulation Art. 26).
- Six-month rule: For permits obtained through an application from abroad in domestic services and animal husbandry, and for permits granted under a sectoral criteria exemption, an in-country application for another employer made before six months have passed from the permit's start date is assessed negatively unless there is force majeure (Criteria B.3.5, B.10.4, B.12.1).
- Resigning or being dismissed: The end of employment for any reason is a ground for cancelling an employer-based permit (6735 Art. 15/2-ç; Regulation Art. 56/1-ç); the employer notifies the Ministry within 15 days (6735 Art. 22/1). A foreigner whose permit has been cancelled or has ended may make a residence permit application within 10 days from inside Turkey (6458 Regulation Art. 21/6; 6458 Art. 22). If there is a new employer, a new work permit comes into play; if not, a route such as a short-term or family residence permit: the situation of a foreigner dismissed while holding a work permit.
When is a work permit cancelled in Turkey?
A permit becomes invalid when it expires or when the Ministry cancels it (6735 Art. 15/1). Apart from a request by the foreigner or the employer, the Law lists the grounds for cancellation in this order (Art. 15/2):
- Not coming to Turkey within six months of the permit's validity date,
- Not extending the validity of the passport, unless the İçişleri Bakanlığı (Ministry of Interior) or the Dışişleri Bakanlığı (Ministry of Foreign Affairs) has given a favourable opinion,
- A finding that the foreigner works in breach of the Law,
- The end of employment for any reason,
- It emerging later that the application was made with false or misleading information and documents,
- A Turquoise Card holder not submitting the documents requested during the transitional period or losing the required qualifications,
- Being notified by the Ministry of Interior under Articles 7, 15 or 54 of Law No. 6458,
- A notification that the foreigner poses a risk in terms of public order, public security or public health,
- Staying abroad for more than six consecutive months on a fixed-term permit, or for more than one consecutive year on an independent or indefinite permit, except for force majeure such as health reasons or compulsory public service,
- A Turquoise Card holder exceeding the period abroad set by the Ministry.
The Regulation adds to these a contract change that reduces the salary or converts full-time work into part-time work, incomplete social security declarations, failure to start work on time, notification of a marriage of convenience (anlaşmalı evlilik) and cancellation of a student residence permit (Regulation Art. 56/1-ı, k, m, n, o). The objection route below also applies against a cancellation.
Work permit rejected in Turkey: objection and lawsuit
An objection against a refusal decision is filed with the Ministry within 30 days of service; if the objection is also rejected, an annulment action (iptal davası) is filed at the idare mahkemesi (administrative court) (6735 Art. 21/2). The objection is made through e-İzin, and the supporting information and documents are attached to it (Regulation Art. 66/3).
The objection must address the ground for refusal stated in the decision. The grounds in the Law (6735 Art. 9/1):
- a) contrary to international labour force policy,
- b) false or misleading information or documents,
- c) the justification for employing a foreigner is found insufficient,
- ç) a job or profession reserved for Turkish citizens,
- d) lack of the required qualifications and expertise,
- e) failure to meet the evaluation criteria,
- f) having been notified by the Ministry of Interior under 6458 Art. 7, 15 or 54,
- g) a risk in terms of public order, security or health,
- ğ) citizenship of a country that Turkey does not recognise or has no diplomatic relations with, without a favourable opinion of the Ministry of Foreign Affairs,
- h) an application not made within the legal period or whose missing items were not completed.
| Stage | Administrative objection | Annulment action |
|---|---|---|
| Authority | Ministry of Labour and Social Security (via e-İzin) | Administrative court |
| Time limit | 30 days | 60 days |
| Starts from | Service of the refusal or cancellation decision | The day after the written notification of the decision rejecting the objection |
| Legal basis | 6735 Art. 21/2; Regulation Art. 66 | 6735 Art. 21/2; İYUK (İdari Yargılama Usulü Kanunu, Administrative Procedure Law) Art. 7 |
- Competent court: Where no special law designates the competent court, the administrative court in the place where the administrative authority that carried out the act is located has jurisdiction (İYUK Art. 32/1). Because the decision is taken by the Ministry in Ankara, the case is heard by the Ankara administrative courts; in the 6735-period refusal case that was the subject of decision E. 2019/1830 K. 2019/1643 of the 10. İdari Dava Dairesi (10th Administrative Litigation Chamber) of the Ankara BİM (Bölge İdare Mahkemesi, Regional Administrative Court), the first-instance court was the Ankara 8. İdare Mahkemesi (Ankara 8th Administrative Court).
- Nature of the time limit: The time limit for filing the lawsuit is a strict, rights-extinguishing period (hak düşürücü süre); the court examines any delay of its own motion at the initial examination and dismisses a case not filed in time (İYUK Art. 14/3-e, 15/1-b).
- Going directly to court: The Law sets out objection and lawsuit in that order; the text does not expressly say whether a lawsuit can be filed directly without an objection. The safest course is not to miss the 30-day objection period.
- New application: Law 6735 has no waiting period after a refusal; the bar on "reapplying for the same job before one year has passed" in the repealed (mülga) Law No. 4817 (Art. 14/d) was not carried over into the new Law. If the ground for refusal is a remediable defect such as a missing document or an unpaid fee, a corrected new application may be a more direct route; if the ground is based on discretion, the right to object and sue should be preserved.
Common grounds for refusal: frequent reasons for refusal in work and residence permit applications.
Working without a work permit in Turkey: fines and deportation
Both the foreigner who works without a work permit and the employer who employs them receive separate administrative fines (6735 Art. 23/5-b). The foreigner is also reported to the Ministry of Interior for deportation (Art. 23/8), and a deportation decision is taken against them under 6458 Art. 54/1-ğ.
- The fine for a foreigner who works independently without a permit is higher than for one who works for an employer; on repetition, the fine is increased by one fold (that is, doubled) (Art. 23/5-b, 23/6).
- The employer covers the accommodation and return costs of the foreigner and, if any, of their spouse and children, and health costs where necessary (Art. 23/9).
- Unlike permit refusals, objections to these fines are heard by the ordinary courts (adli yargı); the Uyuşmazlık Mahkemesi (Court of Jurisdictional Disputes) held that, because Law 6735 does not designate a competent court, the procedure of the Kabahatler Kanunu (Misdemeanours Law) applies (E. 2021/260 K. 2021/330).
Amounts and objection period: fine for employing illegal foreign workers. Options for a foreigner left without a permit: a roadmap for foreigners who have fallen into irregular status; the arrangement specific to domestic services: amnesty for irregular foreigners and the domestic services permit.
Common misconceptions about work permits in Turkey
- "We have applied, so I will start work before the approval comes." A permit must be obtained before starting work (Regulation Art. 12/1). Only after a renewal application made on time can work continue, in the same job and workplace, for at most 90 days (Art. 27/5).
- "If I get a work permit, my entry ban or deportation record will be removed." It will not; on the contrary, these records notified by the Ministry of Interior lead to the application being rejected (6735 Art. 9/1-f).
- "Let social security be paid on the minimum wage, and the salary in the permit can stay on paper." Social security obligations are fulfilled on the basis of the declared salary; reducing the salary is a ground for cancellation (Regulation Art. 60/1, 60/4, 56/1-n).
- "Citizens of Turkic States no longer need a work permit." The last amendment to Law 6735 dates from 2018, and the permit requirement (Art. 6/2) remains unchanged. A foreigner notified as being of Turkish descent also obtains a permit and only benefits from easier criteria (Art. 16/1-ç; Criteria Ç.1.1-g). Details: foreigners of Turkish descent and the work permit.
- "I was refused, so I must wait one year before reapplying." This rule was in the repealed Law No. 4817; it does not exist in Law 6735.

Frequently Asked Questions
Common questions on this topic
1 Can I apply for a work permit in Turkey while I am on a tourist visa?
Avukat Esra Ateş
As a rule, no. An in-country application requires the foreigner to hold a valid residence permit of at least six months (International Labour Force Law Implementing Regulation Art. 15/4); groups separately designated and announced by the Directorate General are excepted (Art. 15/3). For a foreigner without a residence permit, the process starts with a work visa application at the Turkish mission in the country of which they are a citizen or where they are lawfully present.
2 Can I work for two employers in Turkey with one work permit?
Avukat Esra Ateş
A fixed-term work permit is valid only for the employer and the workplace address for which it was issued (Implementing Regulation Art. 57/4); a second employer requires a separate permit. An indefinite work permit gives the right to work for one or more employers; the Ministry must be notified at least 10 days before starting at a new workplace (Art. 28/2). The holder of an independent work permit may also be granted the right to work at more than one workplace by applying through the system (Art. 29/3).
3 Can I get a part-time work permit in Turkey?
Avukat Esra Ateş
Yes, but not for every job. The Implementing Regulation provides that a work permit may be issued for part-time work, and the Directorate General determines in which sectors, jobs and professions this is possible and publishes them on its official website (Art. 60/2). Associate and bachelor's degree students may work part-time after completing their first year (Law 6735 Art. 19/2).
4 What happens to my Turkish work permit if I take unpaid leave?
Avukat Esra Ateş
The employer and the foreigner may agree to suspend the employment contract with unpaid leave for at most 90 days; the employer notifies the Ministry at least one day in advance and the work permit is suspended as well (Implementing Regulation Art. 30/1-2). During the suspension, the right to work becomes unusable immediately and the right of residence at the end of the 10 days following the suspension (Art. 30/4). If no notification is made or the suspension exceeds 90 days, the permit is cancelled (Art. 56/1-i).
5 What should I do if I lose my work permit card in Turkey?
Avukat Esra Ateş
The employer or the foreigner reports the loss immediately through the system and requests a new document (Implementing Regulation Art. 62). For the new document, half of the fee and the full card fee are charged (Art. 58/7); in ÇSGB's 2026 table, the lost-card fee for a fixed-term permit of up to one year is 6.287,40 TL (Turkish notation).
6 Does my passport expiry date affect my work permit in Turkey?
Avukat Esra Ateş
Yes. A work permit is issued for a period 60 days shorter than the validity of the passport (Implementing Regulation Art. 24/5). Failing to extend the passport, unless the Ministry of Interior or the Ministry of Foreign Affairs has given a favourable opinion, is a ground for cancelling the permit (Law 6735 Art. 15/2-b). The permit you can obtain therefore cannot run beyond the date 60 days before your passport expires, so renew the passport in advance if you want a long permit.
7 Is it easier to get a work permit after graduating from a university in Turkey?
Avukat Esra Ateş
The Law states that an application made within one year of graduation by a foreigner who completed higher education in Turkey is assessed under principles set by the International Labour Force Policy Advisory Board (Law 6735 Art. 19/5); the content of these principles is not written in the Law. In addition, since 3 August 2026, in in-country applications made on behalf of a foreigner who has stayed lawfully on a residence permit for at least one year in the last three years, the employment and financial adequacy criteria do not apply for up to three people per workplace (Evaluation Criteria A.4).
