A restriction code (tahdit kodu) is an administrative record that blocks a foreigner's entry to Turkey, visa or residence procedures, or makes entry subject to prior permission. There is no official list. This page gives the meaning of 23 codes from court decisions, e.g. Ç-113 “illegal entry/exit”, V-87 “voluntary returnee”, G-87 “general security”. An entry ban lasts up to 5 years, extendable by 10 years for serious threats (YUKK Art. 9/3); a code is lifted by application or a 60-day lawsuit.
What are restriction codes in Turkey? Meaning of the Ç, G, K, M, N, O, V and Y codes
A restriction code (tahdit kodu) is one of a set of records that the authorities enter into the system about foreigners and that often directly affect a foreigner's entry into Turkey, stay in Turkey or permit procedures. Some restriction codes are purely “informational”, while others have direct, “executive” (icrai) effects: they block the person's entry into the country, affect visas, residence permits or work permits, or can trigger the deportation process. That is why a single, one-size-fits-all explanation of “restriction codes” is not enough; each code group has to be assessed on its own logic.
How to read the code meanings and durations on this page
Before reading the explanations on this page, you need to know four things:
- There is no official list, and the meanings come in two kinds. No official public list of restriction codes has been published. On 8 October 2026 we searched decisions of the Danıştay (Council of State), the regional administrative courts (bölge idare mahkemesi), the Anayasa Mahkemesi (AYM, Constitutional Court) and first-instance courts for about 50 codes. Where a code's meaning appears in a court decision, we give the decision's wording in quotation marks together with its citation; where the decisions do not state a meaning, we give the explanation reported in practice with a “could not be verified” note. The meaning and duration of your own record must be confirmed from the notification served on you or from an official query.
- The law sets an upper limit. An entry ban to Turkey lasts at most five years. Where there is a serious threat to public order or public security, it can be extended by up to ten more years (YUKK Art. 9/3; YUKK is the Yabancılar ve Uluslararası Koruma Kanunu, the Law on Foreigners and International Protection). The law does not provide for an indefinite entry ban.
- For overstays there is an official table. According to the statement of the Göç İdaresi (Turkish migration authority) dated 09.06.2020, for a foreigner who applies to leave before the violation is detected and pays the fine: if the overstay is up to 3 months (3 months itself not included), no ban is imposed; for 3-6 months the ban is 1 month, for 6 months-1 year 3 months, for 1-2 years 1 year, for 2-3 years 2 years, and for more than 3 years 5 years. For those who are deported or do not pay the fine: up to 3 months, 3 months; 3-6 months, 6 months; 6 months-1 year, 1 year; 1-2 years, 2 years; more than 2 years, 5 years. The durations reported below for the codes from Ç-101 to Ç-105 are consistent with this second scale.
- Prior permission is not a ban. On grounds of public order, public security or public health the Göç İdaresi Başkanlığı (Presidency of Migration Management, called Genel Müdürlük in the Law), and on grounds of administrative fines and public receivables the governorships (valilik), may make a foreigner's admission to the country subject to prior permission (ön izin) (YUKK Art. 9/7). The N codes belong to this group.
Restriction codes whose meaning is confirmed in court decisions
The meaning of the codes below appears word for word in the court decisions we reviewed. The expressions in quotation marks are taken from the text of the decision, with our English translation in brackets; the source column gives the decision's citation. Where a code's meaning is reported from the authority's defence or from a dissenting opinion in the decision, this is noted separately. In the citations, E. is the docket (esas) number, K. the decision (karar) number and B. No the individual application number; BİM stands for Bölge İdare Mahkemesi (Regional Administrative Court) and İDD for İdari Dava Dairesi (Administrative Litigation Chamber).

Among the most searched codes, the meaning of V-156, V-145, M-67, G-65, N-171, N-135 and G-99 does not appear in the decisions we reviewed. V-156 is mentioned by name only in one Danıştay decision (Danıştay 10. Daire, E.2023/6644, K.2024/114). For these codes, the basis of the record has to be obtained in writing from the provincial migration directorate (il göç idaresi) or through a file inspection by a lawyer; the explanations below are information reported in practice.
What is a restriction code (tahdit kodu)?
A restriction code is a system record showing a restriction that the authorities apply to a foreigner in procedures such as entry into Turkey, the issuing of a visa, a residence permit or a work permit. Some restriction codes merely record a status, while others have direct consequences such as an entry ban or deportation; that is why a correct roadmap cannot be built without knowing the type of the code and the reason behind it.
How are restriction codes grouped? The letter series
In practice, restriction codes are grouped under letter series such as Ç, G, K, M, N, O, V and Y. Each group targets a different area: some denote visa, residence or work violations, some criminal suspicion or a security risk, some international protection procedures, and some administrative limitations relating to residence permits.
Ç codes: visa, residence and work permit violations
Ç restriction codes can be applied for a wide range of reasons and in some cases lead directly to consequences such as an entry ban or deportation. Some Ç codes are declaratory and some are executive in nature; Ç codes tied to entry bans of fixed duration are especially common in violations of visas, visa exemptions, residence permits and work permits.
What does the Ç-101 code mean?
In a court decision Ç-101 appears as the entry “vize/ikamet ihlali yapan yabancı 3 ay men” (foreigner who violated visa/residence rules, 3-month ban) (Danıştay 10. Daire, E.2016/14985, K.2020/5406, 25.11.2020). In the same case, imposing this ban on a person who had applied for a residence permit in time, without examining that application, was found unlawful and the annulment decision was upheld. The Göç İdaresi table, under which the length of the ban is graded according to the length of the visa violation, is given above.
What does the Ç-102 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: Ç-102 is the code used where a violation of a visa, visa exemption, residence permit or work permit lasted between 3 months (inclusive) and 6 months (exclusive), and it results in entry to Turkey being blocked for 6 months. In such violations, an administrative fine and a deportation decision may also be seen in practice.
What does the Ç-103 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: Ç-103 applies where the violation of a visa, visa exemption, residence permit or work permit lasted between 6 months (inclusive) and 1 year (exclusive), and it results in a 1-year entry ban to Turkey. If the person is in Turkey, the process often continues with deportation.
What does the Ç-104 code mean?
According to a first-instance decision reported in a Danıştay decision, Ç-104 appears as an entry ban imposed for two years on a foreigner with a residence violation of up to two years (Danıştay 10. Daire, E.2023/3752, K.2024/2090, 22.05.2024). Because the same decision elsewhere also refers to the measure as O-100, this match should not be taken as conclusive on its own.
What does the Ç-105 code mean?
In court decisions Ç-105 appears as the entry “2-5 yıl vize ihlali ile 5 yıl men” (2-5 years of visa violation, 5-year ban) (Danıştay 10. Daire, E.2016/14686, K.2021/1614, 06.04.2021). In another case, a foreigner found to have a visa and residence violation of 2.5 years was given a 5-year entry ban under this code (Danıştay 10. Daire, E.2016/3056, K.2021/1050).
What does the Ç-113 code mean?
In court decisions Ç-113 appears as the code “Yasadışı giriş çıkış yapan yabancı” (foreigner who entered or left illegally) (Danıştay 10. Daire, E.2016/3090, K.2021/4939; Ankara BİM 10. İdari Dava Dairesi, E.2017/685, K.2017/788). In one case a 2-year entry ban was imposed under this code; once that period had expired, the lawsuit was dismissed without examination on the ground that the measure was no longer enforceable (Danıştay 10. Daire, E.2016/15371, K.2020/6395). More detail: removing the Ç-113 code.
What does the Ç-114 code mean?
In court decisions Ç-114 appears as the entry “Haklarında Adli İşlem Yapılan Yabancılar, 1 Yıl Men” (foreigners subject to criminal proceedings, 1-year ban) (Danıştay 10. Daire, E.2017/1053, K.2022/1213, 08.03.2022; also E.2016/938, K.2021/4947). The first decision states that this record was automatically removed by the Emniyet Genel Müdürlüğü (Directorate General of Security, the national police) after one year. Because the code is tied to a criminal file, an acquittal or a decision of non-prosecution is the strongest document for an application to remove it.
What does the Ç-115 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: Ç-115 is the code used for foreigners who were in prison for an offence and were later released. After release, the aim is to issue a deportation decision against the foreigner and block re-entry for 2 years; however, if the person is acquitted, this code should not be applied.
What does the Ç-116 code mean?
In court decisions Ç-116 appears as the entry “Genel Ahlak Kamu Sağlığını Tehdit Eden Yabancılar - 1 yıl men” (foreigners threatening public morals and public health, 1-year ban) (Danıştay 10. Daire, E.2016/2382, K.2021/3224, 10.06.2021); another decision refers to it only as “kamu sağlığını tehdit eden yabancı” (foreigner threatening public health). The İstanbul Bölge İdare Mahkemesi (Istanbul Regional Administrative Court) found that it had not been concretely shown that the person given an entry ban under this code posed a threat to public health (İstanbul BİM 10. İdari Dava Dairesi, E.2019/811, K.2019/992).
What does the Ç-117 code mean?
In a court decision Ç-117 appears as the entry ban code imposed on a foreigner found to be working illegally without a work permit; the court characterised these decisions as measures that are a continuation of the deportation procedure (İstanbul BİM 10. İdari Dava Dairesi, E.2019/811, K.2019/992, 10.04.2019).
What does the Ç-118 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: Ç-118 applies to foreigners with a contagious disease that could endanger public health, and a doctor's report is required for this code to be imposed. When the code is applied, the person may be deported and barred from entering the country for 5 years; the code is said to be imposed by the Göç İdaresi Başkanlığı (Presidency of Migration Management).
What does the Ç-119 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: Ç-119 is a code that comes into play when an administrative fine imposed for illegal work is not paid. After illegal work is detected, an administrative fine and a deportation process may follow; if the fine is not paid, a 5-year entry ban may arise under Ç-119.
What does the Ç-120 code mean?
In court decisions Ç-120 appears as the code “Vize ve İkamet İhlali” (visa and residence violation) (Ankara BİM 10. İdari Dava Dairesi, E.2017/685, K.2017/788). A Danıştay decision reports that a 5-year entry ban was imposed under this code on a foreigner who had not paid the fine relating to the penalty residence fee and the residence permit card fee (Danıştay 10. Daire, E.2020/3217, K.2020/5912). Imposing a 5-year ban under this code, instead of a maximum of 1 year, on a person who wished to leave after reporting their visa violation to the authorities was found unlawful (Danıştay 10. Daire, E.2016/15371, K.2020/6395). The Danıştay 10. Daire (10th Chamber) also upheld the annulment of a Ç-120 entry ban imposed for a visa violation on a foreigner married to a Turkish citizen and with a young child (E. 2016/2616, K. 2021/2318, T. 17.05.2021). An unpaid fine may also make entry subject to prior permission (YUKK Art. 9/7).
What does the Ç-135 code mean?
In a regional administrative court decision Ç-135 appears as the entry “idari para cezası” (administrative fine) (Ankara BİM 10. İdari Dava Dairesi, E.2017/685, K.2017/788); the decision does not state a duration. Unpaid administrative fines can also lead to entry being made subject to prior permission (YUKK Art. 9/7); for this reason, the payment receipt should be attached to the removal application.
What does the Ç-136 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: Ç-136 is the code applied where the foreigner did not pay the travel costs when leaving the country. If the costs were covered by the treasury, that amount has to be paid for the foreigner to re-enter Turkey; otherwise entry may not be possible because of Ç-136. Under the law, the foreigner may be refused entry to Turkey as long as the costs have not been repaid (YUKK Art. 60/3-ç).
What does the Ç-137 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: Ç-137 comes into play where a foreigner subject to the invitation-to-leave procedure (terke davet) does not leave the country within the 15–30 day period given to them, and it may result in an entry ban. Under the law, an entry ban may not be issued against a foreigner who was invited to leave and left within the period (YUKK Art. 9/5); a person who misses the deadline loses this possibility.
What does the Ç-138 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: Ç-138 is the code used for foreigners who persistently try to enter Turkey despite an entry ban against them, also known as “inad yolcu” (persistent passenger); it results in entry to Turkey being blocked for 5 years.
What does the Ç-141 code mean?
In a court decision Ç-141 appears as the entry “Yurda girişi Bakanlık iznine tabi - 5 yıl” (entry to the country subject to Ministry permission, 5 years) (Ankara BİM 10. İdari Dava Dairesi, E.2019/120, K.2019/526; the definition appears in the dissenting opinion to the decision). The same decision also reports that the code is the data-entry code used for foreigners whose entry is deemed objectionable on grounds of public order, security or health.
What does the Ç-149 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: Ç-149 is one of the codes used to block a foreigner's entry into Turkey on public security grounds, and it closes off entry to the country for 5 years. In practice, this code is said to be imposed on the basis of the assessment of risk analysis units and the actions of border staff.
What does the Ç-150 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: Ç-150 is the code applied where a person has irregularly altered their own documents and used them at entry or exit, or presented another person's documents as their own, and it results in a 5-year entry ban. However, if it can be proven that the forgery took place without the person's knowledge, removal of the code may be possible.
What does the Ç-151 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: Ç-151 is imposed on foreigners against whom a judgment has been given for migrant smuggling or human trafficking offences, and it leads to entry to Turkey being blocked for 5 years.
What does the Ç-152 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: Ç-152 is the code used where the foreigner's entry into Turkey is blocked as an interim measure, and it results in a 1-year entry ban.
What does the Ç-166 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: Ç-166 is the code applied where the foreigner cannot justify their entry into Turkey with a legitimate reason or does not have sufficient financial means for the period of stay; its purpose is to flag in the system that the entry conditions are not met.
What does the Ç-167 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: Ç-167 results in entry to the country being blocked for 1 month where a visa, residence or work permit violation lasted between 3 and 6 months; its difference from Ç-102 is linked to the administrative fine having been paid voluntarily by the person at a border gate or a provincial directorate.
What does the Ç-179 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: Ç-179 is the code imposed on foreigners deported for organ or tissue trafficking, and it leads to entry to Turkey being blocked for 5 years.
G codes: general security and criminal suspicion
G restriction codes are applied to foreigners considered to endanger general security and public order, mostly because of suspicion of, or involvement in, a crime. These codes can form the basis for a deportation decision and an entry ban against the foreigner; there are different G codes for different types of offence.
What does the G-26 code mean?
In a court decision G-26 appears as the code “Yasadışı örgüt faaliyeti” (illegal organisation activity); in one case a deportation decision was taken on the basis of this record under YUKK Art. 54/1-d (Danıştay 10. Daire, E.2023/4480, K.2023/7022, 16.11.2023).
What does the G-34 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: G-34 is imposed on foreigners found to have committed forgery of an official or private document, or suspected of doing so; deportation and an entry ban may be ordered on the basis of this code.
What does the G-42 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: G-42 is the code used for foreigners associated with drug offences; acts such as manufacturing, transporting or trading in drugs may fall within its scope, and it can result in deportation and an entry ban.
What does the G-43 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: G-43 applies to foreigners found to have committed a smuggling offence, or suspected of doing so; the person may be deported and their entry to Turkey blocked.
What does the G-48 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: G-48 is imposed on foreigners alleged to have acted as an intermediary in prostitution or to have provided premises for it; in practice it results in deportation and an entry ban.
What does the G-58 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: G-58 is imposed on foreigners where there is a finding or suspicion relating to intentional or negligent homicide; it may result in deportation and an entry ban.
What does the G-64 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: G-64 is a code that can be imposed on a foreigner because of the act of threatening; deportation and an entry ban may arise on the basis of this code. If it is claimed that the code was imposed without a basis, it can be removed through an annulment action.
What does the G-65 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: G-65 applies to foreigners found to have committed theft, or suspected of doing so; it can have deportation and entry ban consequences.
What does the G-66 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: G-66 applies where there is a finding or suspicion relating to robbery (yağma, gasp); it may result in deportation and an entry ban.
What does the G-67 code mean?

What does the G-78 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: G-78 is imposed on foreigners considered to carry a contagious disease, and it results in entry to the country being blocked. Public health is also among the grounds for an entry ban (YUKK Art. 9/1); the statutory upper limit of the ban is in Art. 9/3. If a hospital report proves that there is no contagious disease, the code can be removed; in practice it is seen especially in files connected with allegations of prostitution.
What does the G-82 code mean?
In court decisions G-82 appears as the code “Millî Güvenlik Aleyhine Faaliyette Bulunan veya Bulunduğu Şüphesi Olan” (engaged, or suspected of engaging, in activities against national security) (AYM, B. No: 2021/14332, 28.01.2026; B. No: 2021/17696, 05.11.2025). According to the Constitutional Court, in an entry ban on national security grounds the public authorities must present the judicial bodies with sufficient and serious information that the person engaged in such activities, and the courts must give reasons why they accept or reject those statements; the Court found a violation in this case (B. No: 2021/14332).
What does the G-87 code mean?
In court decisions G-87 appears as the code “Genel Güvenlik” (general security); it is defined as the data-entry code used for entry bans on foreigners whose entry to Turkey is deemed objectionable on grounds of public order or security or of public health (Danıştay 10. Daire, E.2020/4631, K.2024/5214, 21.11.2024). More detail: G-87 restriction code.
What does the G-89 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: G-89 is imposed on persons for whom there is a finding or suspicion of being a foreign terrorist fighter; it can result in deportation and an entry ban.

K restriction codes are used for foreigners wanted in connection with smuggling offences; with this code the foreigner's entry into Turkey can be blocked. It can also be applied to a foreigner who is in Turkey in a way that blocks their exit from the country and serves their apprehension.
M codes: Interpol notices and organisation activity
In court decisions, M-coded records appear in two different contexts. A Danıştay decision states that an M-coded restriction record was created for a person on the basis of a blue notice issued by the Interpol unit of a foreign country to establish that person's location (Danıştay 10. Daire, E.2022/5776, K.2024/4048); this record is referred to as M-99 (Interpol, for locating and identifying a person). In Constitutional Court decisions, on the other hand, M-26 appears as the entry “yasa dışı örgüt faaliyeti” (illegal organisation activity) (AYM, B. No: 2017/24504, 06.10.2021; B. No: 2018/35803, 11.07.2023).
What does the M-67 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: M-67 is the code that arises when the Göç İdaresi records foreigners whom Interpol has flagged in the context of fraud, and it results in entry to Turkey being made subject to prior permission. This prior permission is obtained from the İçişleri Bakanlığı (Ministry of Interior).
N codes: entry subject to prior permission (ön izin)
N codes are codes under which entry to Turkey is made subject to “prior permission” (ön izin). Under the law, this condition may be imposed by the Göç İdaresi Başkanlığı on grounds of public order, public security or public health, and by the governorships on grounds of administrative fines and public receivables (YUKK Art. 9/7). Prior permission is not an entry ban; however, entry is not possible unless permission is granted.
What does the N-67 code mean?
Meaning could not be verified in court decisions; explanation reported in practice: N-67 is the code used for foreigners said to be wanted by the state for fraud, and it results in entry being made subject to prior permission. Y codes: Interpol green notices
Y-coded records are based on Interpol's green notice. According to a letter of the Emniyet Genel Müdürlüğü reported in a regional administrative court decision, the Y-coded restriction serves as a warning; it was stated that these persons should not be apprehended, their entries and exits should not be blocked, and they should not be deprived of their fundamental rights and freedoms (Ankara BİM 10. İdari Dava Dairesi, E.2018/462, K.2018/747).
Restriction codes are removed through an application to the authorities and through an annulment action; an annotated visa (meşruhatlı vize) does not remove the code, it only allows entry for a fixed period while the ban continues. If the code was imposed together with a deportation decision, the annulment of the deportation decision does not automatically delete the code; a separate application or lawsuit is needed against the entry ban, and the two cases may be treated as connected and heard by the same court (Danıştay 10. Daire, E.2023/6229, K.2023/8235). For all remedies and deadlines, see the deportation and entry ban removal guide.
How to remove a restriction code in Turkey: lifting entry bans through legal remedies
A restriction code is one of the most critical administrative obstacles that foreigners face in entry, visa and residence procedures in Turkey. Most foreigners who encounter a restriction code do not know what it means, why it was imposed or whether it can be removed. One of the questions asked most often in practice is “how is a restriction code removed?” In this article we cover in detail what a restriction code is, why it is imposed, by which routes it can be removed and how the process works.
Where are restriction codes recorded?
A restriction code is a system record showing that entry to Turkey, the issuing of a visa or the granting of a residence permit to a foreigner has been administratively restricted. Restriction codes are defined in the Göç İdaresi system, and border gates and consulates make all their assessments on the basis of these codes.
A restriction code is often applied together with an entry ban or a deportation decision, but not every restriction code means deportation. Some restriction codes only express an administrative risk assessment.
Why is a restriction code imposed?
Restriction codes are not imposed arbitrarily, but in practice there are many codes whose reasons are not clearly communicated. A restriction code may be applied because of a visa or residence violation, deportation, the use of false documents, illegal entry or exit, public order and security grounds, or the authorities' risk assessment. The reason for which the code was imposed is the most important factor in the removal process.
Can you enter Turkey with a restriction code?
It depends on the code. With codes that create an entry ban or a prior-permission requirement, entry is not possible unless the ban is lifted or permission is obtained; the foreigner is treated as an inadmissible passenger and turned back at the border (YUKK Art. 7/1-c). Even with a visa, the person may be turned back at the border gate; the consulate will also refuse the visa application (Art. 15/1-b). Declaratory codes, on the other hand, do not block entry; an example is V-159, seen in transit.
Does a restriction code expire on its own?
Under the law, an entry ban is limited in time (YUKK Art. 9/3); a ban whose period has expired ends in law. In practice, however, an expired record may not be updated in the system. If there is an unpaid administrative fine, entry may additionally be made subject to prior permission (Art. 9/7). So before acting on the assumption that “my period is over”, the record should be checked officially. To remove a record whose period has not expired, an administrative application or a lawsuit is required.
How to find out your restriction code
An entry ban is notified to the foreigner. Under the law, notification is made at the border gate to foreigners covered by Art. 9/1 when they arrive to enter Turkey, and by the governorship to those who are deported. The notification also states how the rights of objection can be exercised (YUKK Art. 10). In practice, the code is often discovered at the border gate, during a visa application at a consulate, or through a query made to the provincial migration directorate. The removal process cannot be handled properly without knowing which code has been applied.
Ways to remove a restriction code
The process for removing a restriction code varies according to the type and the basis of the code. A restriction code can be removed by an administrative application, by an annulment action filed in the administrative court or, in some cases, by obtaining prior permission. Which route to follow should be determined according to the content of the file.
There is no single method of removal for every restriction code.
Can a restriction code be removed by an administrative application?
Yes. The Göç İdaresi Başkanlığı may lift the entry ban or, with the ban remaining in force, allow entry for a fixed period (YUKK Art. 9/6). An application may succeed for codes whose period has expired, that are based on a minor violation, or that were wrongly defined. If the application is not answered within 30 days, the request is deemed rejected (İYUK Art. 10; İYUK is the İdari Yargılama Usulü Kanunu, the Administrative Judicial Procedure Law). In that case, the route is a lawsuit.
Can you sue to cancel a restriction code?
Yes. Because a restriction code is an administrative act, it can be the subject of an annulment action (iptal davası) in the administrative court. If the restriction code has no legal basis, if its reasoning is not concrete or if it breaches the principle of proportionality, the court may annul it. The time limit for the lawsuit is 60 days from the day following written notification of the record (İYUK Art. 7). The 7-day period applies only to a lawsuit against a deportation decision (YUKK Art. 53/3).
Can you get a stay of execution in a restriction code case?
Yes. If the conditions are met, a stay of execution (yürütmenin durdurulması) may be requested in a restriction code case. If such a decision is given, the effects of the restriction code are temporarily suspended and the way may be opened for the foreigner to enter Turkey.
A stay of execution is especially important in files involving family unity and humanitarian grounds.
Can every restriction code be removed?
No, not every restriction code is removed. An annulment decision may be given for codes whose reasoning is not concrete, is incomplete or is disproportionate. The Constitutional Court accepts that it is not sufficient for public authorities to assert in abstract terms that a person poses a danger (B. 2017/38596, 19.10.2021).
The content of the file and the reasons put forward determine the outcome.
If the code is removed, is the entry ban lifted too?
Not always. Even if the restriction code has been removed, the entry ban may continue as a separate administrative act. For this reason, the restriction code and entry ban processes should be assessed together but separately.
How long does it take to remove a restriction code?
The time it takes to remove a restriction code varies according to the legal route followed and the scope of the file. Administrative applications may be concluded more quickly, while court proceedings may take longer. If a stay of execution is obtained, the practical results may appear earlier.
Do you need a lawyer to remove a restriction code?
It is not mandatory; the foreigner can pursue the application and the lawsuit in person (Avukatlık Kanunu, the Attorneyship Law, Art. 35/3). However, the process is technical and bound by time limits; an application directed at the wrong record produces no result, and meanwhile the time limit for the lawsuit keeps running. That is why working with a lawyer who practises foreigners law speeds up the process in most files.
Can you enter Turkey after the code is removed?
Yes. If the restriction code has been removed both in law and in practice, and there is no separate entry ban, the foreigner can enter Turkey again. Before entry, the system records must have been fully cleared.
Is it worth trying to remove a restriction code?
For codes whose reasoning is not concrete, that are disproportionate or that were imposed without regard to family ties in Turkey, a removal request is worth considering. The decision should be made by examining the basis of the code, the length of the ban and the ties in Turkey together.

Frequently Asked Questions
Common questions on this topic
1 What does the V-156 restriction code mean?
Avukat Esra Ateş
The meaning of V-156 does not appear in the court decisions we reviewed; the code is mentioned by name only in one Danıştay decision (Danıştay 10. Daire, E.2023/6644, K.2024/114). In practice it is reported to be linked to unpaid attorney's fees in lawsuits filed against the Göç İdaresi, but this could not be verified. Find out the basis of the record through a written application to the provincial migration directorate or through a file inspection by a lawyer.
2 Is a restriction code the same as an entry ban to Turkey?
Avukat Esra Ateş
No. A restriction code is a type of record; an entry ban is a consequence that may arise from that record.
3 Can a foreigner check their own restriction code?
Avukat Esra Ateş
A person can find out about their own record, but the details of the code are often not visible. A file inspection gives a more reliable result.
4 I have several restriction codes: which one should be dealt with first?
Avukat Esra Ateş
Each code has its own basis and is assessed separately. A code that actually blocks entry is dealt with first. If the codes were imposed by different authorities, the competent court may differ for each: in a file examined by the Danıştay, V-144 and V-162 had been imposed by the Kırklareli Valiliği (Kırklareli Governorship) and V-156 by another authority, so the case turned into a jurisdiction dispute between two administrative courts (Danıştay 10. Daire, E.2023/6644, K.2024/114). Before filing a lawsuit, find out which authority imposed each code.
5 Does removing a restriction code erase my past record?
Avukat Esra Ateş
Annulment by a court decision, as a rule, removes the act from the outset. Removal of the record by the authorities, by contrast, has effect only for the future. In both cases, past entry and exit transactions may remain visible in the file.
6 How long does a restriction code last in Turkey?
Avukat Esra Ateş
Under the law, an entry ban lasts at most five years; if there is a serious threat to public order or security, it can be extended by up to ten more years (YUKK Art. 9/3). For overstays, the length is set between 1 month and 5 years depending on how long the violation lasted, according to the table in the Göç İdaresi statement dated 09.06.2020.
7 What is the deadline to challenge a restriction code in court?
Avukat Esra Ateş
An annulment action against an entry ban record must be filed within 60 days from the day following written notification (İYUK Art. 7). Against a deportation decision, the time limit is 7 days from notification (YUKK Art. 53/3).
